Study Tour – Bioenergy and Solar PV in Germany

Vietnam’s solar and bioenergy potential is high, yet untapped. The country’s large agricultural sector offers abundant renewable feedstock for energy production to meet the fast-growing domestic energy demand. Furthermore, with solar irradiation levels comparable to many developed solar markets within the region and worldwide, Vietnam is well placed to become a major market for solar photovoltaic (PV) applications within a decade.

However, the lack of a beneficial regulatory frameworks and unattractive market conditions has hampered the development of both sectors in the past. The government of Vietnam has acknowledged this and is progressively integrating biomass and solar PV into its overall green growth and energy strategies. To meet these development targets for bioenergy and solar PV will not only require an adequate regulatory framework including attractive feed-in tariffs (FIT) and other incentive mechanisms, national and provincial biomass and PV energy planning, but also capacity building among policy makers at the central and provincial level.

Since biomass and solar PV projects are decentralized and particularly developed in provinces with high potential in these resources, local authorities play a very crucial role in supporting and facilitating investments in these sectors. With this in mind, GIZ Energy Programme Vietnam put together a delegation for a study trip to Germany including representatives from different central government ministries as well as provincial government representatives from the four provinces which have the most potential for biomass and PV projects.

RB Renewable Energy Consulting developed the week-long visiting programme in Germany, took care of communication and scheduling with the respective institutions and experts and accompanied the delegation on its tour through Renewable Germany. Support included the development of a detailed tour booklet as well as a tour report after the journey.

Solar PV Rooftop Investment Opportunities in Vietnam – 6 Case Studies

Previous analysis of the Vietnamese solar energy sector has revealed that commercial and industrial solar PV rooftop applications have great development potential and promise interesting investment opportunities for the private sector.

Deploying this solar potential in production sites would help manufacturing industries in Vietnam improve power supply reliability and reduce the burden on national power demand. This would also help the commercial and industrial sectors reduce their significant electricity consumption expenses resulting from high tariffs during peak hours and cross-subsidization policies from large consumers to smaller ones. Additionally, developing solar PV in the Vietnamese commercial and industrial sector would significantly contribute to the countries’ Green Growth strategy and related efforts to reduce GHG-emissions in particular.

The main objective of this assessment was to identify and demonstrate the potential for rooftop solar PV applications in the commercial and industrial sector of Vietnam and hence to reveal business opportunities for German solar companies in Vietnam. The geographical focus of the project was industrial zones and private factories/commercial operations located in Central and Southern Vietnam, the regions with the highest solar energy potential.

The core of the analysis is defined by six case studies, carried out with a pre-feasibility approach. In general, two different business models were applied in the calculations of costs and benefits: self-consumption and net metering, which are both expected to be included in the future solar PV support framework drafted by the Vietnamese Government in 2015/2016.

Framework Assessment – Developing Solar Energy in Vietnam

This assessment, delivered to the Renewable Energy Support Program (RESP) in Cooperation with GIZ and in Partnership with the General Directorate of Energy (GDE) of the Vietnamese Ministry of Industry and Trade (MoIT), aims to analyze to what extent the application of solar energy in the power and heat sector could contribute to Green Growth and to sustainable energy strategies, and which solar market segments and applications Vietnam should specifically focus in developing its solar energy strategy.

Following this main objective, the study analyses the main energy market structures and its potential for different solar energy applications, and the related political framework conditions, as well as stakeholder needs. As a preliminary scoping study, it subsequently recommends strategic focus areas, further fields for in-depth analysis and potential future steps of action for the Vietnamese government.
